Position Description

This full-time, benefited position provides strategic leadership and oversight of Catholic Charities of Eastern Oklahoma’s (CCEOK) human resources function. The Director supports CCEOK leaders in employment practices that reflect sound HR principles while advancing the Catholic mission and preserving the religious identity of CCEOK. This role helps foster a workplace culture rooted in Catholic teaching, pastoral care, responsible stewardship, and respect for human dignity.

This is a hands-on leadership role. The Director sets HR strategy, ensures strong execution of HR operations, and works closely with the HR Generalist. The Director builds trusted relationships with leaders and managers and helps develop practical solutions that support program and departmental needs while complying with applicable law, organizational policy, and CCEOK’s Catholic mission and identity.

Ministerial

  • As a ministerial representative of CCEOK, both professional and personal conduct must align with the ethical and moral standards of the Catholic Church
  • Pray daily for the needs of the poor through personal prayer, daily Mass, and/or adoration
  • Be willing to learn and apply Catholic teaching in your role
  • Help foster a shared culture of ministry across program operations and management

 

HR Strategy & Leadership

  • Serve as a strategic advisor and collaborative partner to executive leadership and managers on workforce needs, organizational health, employee relations, workplace culture, and HR-related risks and opportunities
  • Develop and implement HR priorities that support CCEOK’s strategic goals, operational needs, and Catholic mission
  • Lead workforce and succession planning and provide recommendations regarding organizational structure, staffing needs, position design, and reporting relationships
  • Develop, monitor, and analyze workforce data, metrics, employee feedback, and trends; identify areas for improvement and make practical recommendations to leadership
  • Support organizational change, leadership development, employee engagement, and retention initiatives
  • Work with Mission Integration and organizational leadership to preserve and strengthen CCEOK’s Catholic identity in employment practices and workplace culture

 

Culture, Talent & Employee Development

  • Lead CCEOK’s approach to attracting, hiring, onboarding, developing, and retaining mission-aligned employees
  • Help ensure CCEOK’s Catholic identity and employment expectations are appropriately reflected throughout the employee experience
  • Foster a hospitable, accessible, and solutions-oriented HR presence in which employees and managers are treated with respect and dignity
  • Guide performance management, employee development, supervisor and leadership training, and other workforce training needs
  • Use employee feedback and engagement and retention data to evaluate organizational culture and recommend improvements

 

Employee Relations, Compliance & HR Operations

  • Serve as a trusted resource to managers on performance, workplace concerns, corrective action, accommodations, conflict resolution, investigations, and separation
  • Work collaboratively with managers and senior leaders to develop practical solutions that  balance operational needs with legal, regulatory, policy, and mission considerations
  • Monitor compliance with applicable employment laws and regulations and help ensure consistent application of HR policies and practices throughout CCEOK
  • Recognize and appropriately preserve religious exemptions and protections available to CCEOK as a Catholic religious employer, consulting organizational leadership and legal counsel when appropriate
  • Oversee HR policies, the Employee Handbook, personnel records, safeguarding requirements, HR audits, and other employment documentation
  • Ensure effective administration of core HR responsibilities, including recruitment, onboarding, benefits, leave, payroll and HRIS processes, I-9 and E-Verify compliance, retirement-plan administration, and workers’ compensation
  • Conduct or oversee workplace investigations and ensure significant employment decisions are appropriately documented

 

Compensation & Benefits

  • Lead CCEOK’s compensation practices, balancing market competitiveness, internal consistency, responsible stewardship, employee needs, and financial sustainability
  • Provide recommendations regarding compensation, job classification, position leveling, and workforce costs
  • Oversee employee benefits and retirement programs, including vendor and advisor relationships, annual renewals, administration, and compliance
  • Partner with Finance and executive leadership on budgeting and compensation planning
  • Promote a compassionate and pastoral approach when assisting employees with benefits, leave, or significant life circumstances

 

Department Management

  • Supervise and develop the HR Generalist and provide clear priorities, coaching, direction, and accountability for HR administration
  • Establish an effective division of responsibilities within Human Resources while ensuring continuity, documentation, and retention of institutional knowledge
  • Personally engage in operational HR work when complexity, workload, or organizational needs require
  • Develop appropriate opportunities for qualified HR volunteers to support the department
  • Model servant leadership, sound judgment, discretion, collaboration, hospitality, accountability, and stewardship

 

Minimum Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Organizational Leadership, or a related field preferred
  • SHRM-SCP, SPHR, or other advanced HR certification preferred
  • Eight to ten years of progressively responsible human resources experience, including significant HR leadership and employee relations experience
  • Experience advising senior leaders, developing HR policies and practices, and supporting a multi-site or ministry-based organization preferred
