The Emergency Utility Assistance Program offers compassionate assistance to households facing financial hardship, helping meet immediate utility needs while connecting families with resources and support that can foster greater stability and resilience. All applicants are treated with dignity, respect, and care. Assistance is provided based on documented need, program eligibility requirements, and available resources.

To be eligible, applicants must:

  • Reside within Payne County
  • Be the account holder or provide documentation demonstrating responsibility for the utility bill
  • Demonstrate a current financial hardship or emergency circumstance that has resulted in an inability to pay utility costs
  • Provide a current utility bill, disconnect notice, or documentation showing past-due status
  • Provide ID and proof of household income
  • Agree to fill out a simple budget and receive financial coaching, when appropriate

• Funding is limited and assistance is not guaranteed
• Be ready to upload documentation of your financial need
• Applications are processed in the order received and based on eligibility and available funding
• Online applications will close once we’ve reached our capacity for that week
• Please check this site for updates, as the online form availability is subject to change
• Assistance is available once per year
